留学生研究生科研创新项目资助管理办法
Regulation of the Pecuniary Aid
for International Graduate’s Scientific Research Projects
第一条 为进一步推动我校留学生研究生教育创新工作的开展，不断深化留学生研究生教育改革，稳步提高留学生研究生培养质量，特制订本管理办法。
1. This regulation is formulated in order to further promote the development of innovational education of international graduates of ZUEL, gradually deepen the educational reform, and steadily improve the quality of international graduates.
第二条 设立“留学生研究生科研创新项目”旨在探索新形势下的留学生研究生教育规律，改善培养条件，建立创新激励机制，加强学术交流，在留学生中营造科研创新氛围，强化留学生研究生创新意识、创新精神和创新能力的培养，完善研究生培养质量的保障体系，从而提高我校留学生研究生培养质量和研究生教育的整体水平。
2.“International Graduate’s Scientific Research Projects ” is established with a view to exploring the law of education of international graduates under new circumstances, improving the training condition, establishing a system of innovation and incentives, strengthen academic exchange, creating a new atmosphere of scientific research and innovation among the international students, highlighting the cultivation of innovative consciousness, innovative spirit and innovative capability of the international students, perfecting the security system of the quality of graduate education, thus improve the quality of international graduates and the integral level of graduate education of ZUEL.
第三条 留学生研究生科研创新项目的管理职责与分工：
3. Responsibility and labor-division of “International Graduate’s Scientific Research Projects”:
1.留学生研究生科研创新项目由国际教育学院统一管理，国际教育学院负责组织项目的申报、评审、中期检查、结项，建立和保管项目与成果档案，接受与处理项目研究、结项过程中有关异议事项等问题。
(1) “International Graduate’s Scientific Research Projects” is in the charge of International Education School, which is responsible for the declaration, review, mid-term examination and conclusion of the project, for establishment and safekeeping of the file of the projects and related achievements, and for acceptance of the project research and handling of the contentious affairs during conclusion.
2.留学生研究生导师负责指导、监督本人所指导留学生的项目申报以及项目实施。
(2) The supervisors of the international graduates are responsible to guide and supervise the international students to declare and carry out the projects.
3.各学院负责对本学院留学生研究生项目申报的初审与项目成果的申报、初评等工作，并协助开展项目中期检查、结项等工作。
(3) Every college is responsible for the first review of the project declared by the international graduates, as well as the declaration and first review of the project achievements. In addition, each college should assist in the mid-term examination and conclusion of the projects.
4.各学院及导师在审查申请者的材料时，应当严肃、认真、科学、公正地行使其职责，对申请者提交材料的真实性、可靠性作出评价。
(4) When examining the data of the applicants, every college and the supervisors shall perform the duties seriously, scientifically and justly, and evaluate the authenticityandreliability of the data submitted by the applicants.
5.校内各部门、各单位应当大力支持留学生研究生科研创新项目建设，积极配合做好项目的实施工作。
(5) All departments and units of ZUEL shall give full support to the establishment of international graduate’s scientific research projects and shall activelycoordinate the implementation of the projects.
第四条 留学生研究生科研创新项目的资助与使用原则：
4. Principles governing funding and usage of “International Graduate’s Scientific Research Projects”:
1.遵守有关法律、行政法规和学校财务规章制度，坚持科学公正、注重创新、择优资助、宁缺勿滥的原则。留学生研究生科研创新基金要专款专用，厉行节约，使有限的资源发挥最大的效益。
(1) Abide by related laws, administrative regulations and rules of ZUEL on finance; adhere to the principle of being scientific and just, centering on innovation, funding the best and quality before quantity. Funds for Research and Innovation Project of Graduate International Students shall be allocated for its specified purpose only, and shall be economized, producing the best possible results out of the limited resources.
2.受资助的项目一般要求应有创新的内容、明确的目的、较大的意义、较好的实施条件、可操作的实施方案。
(2) Funded projects are required to have innovative content, explicit objective, great significance, good implementing conditions and exercisablescheme.
3.资助强度根据获资助项目的具体情况而定，一般每个项目资助额度为2000－4000元，特别优秀的项目可以追加资助。项目建设期限一般为1年，最长不超过2年。
(3) The intensity of funding depends on the specific conditions of the funded project, and the funding amount of each project is normally 2,000-4,000 RMB. For those extremely excellent projects, the funding amount will be added. Duration of project construction is usually one year, no more than 2 years at the most.
第五条 留学生研究生科研创新项目的资助范围包括：研究生实践创新项目和研究生科研创新项目，共两类。
5. The funding scope of “International Graduate’s Scientific Research Projects”includes graduates’ project with innovation in practice and graduates’ project with innovation t in scientific research.
第六条 资助额度根据受资助研究生层面分为两档：
6. There are two kinds of funding amount according to the type of the funded graduates:
1.硕士生实践创新项目资助。主要用于资助硕士生在一、二年级专业课程学习期间开展的探究式实践活动，引导研究生从事具有原始创新的实证研究，解决实际问题。鼓励研究生撰写高质量的社会调查报告，并力求在研究方法、研究内容上取得创新性成果。资助额度为2000元/项，每年资助7-10项左右。
(1) Funds for postgraduates’ project with innovation in practice: it is used to fund graduates’ tentative practical activities which are carried out in grade 1 or grade 2, guide the graduates to do empirical research with original innovation, and solve practical problems. Graduates are encouraged to write social investigation reports with high quality and make innovative achievement in research methods and research contents. The funding amount is 2,000 RMB for each project, and about7- 10 projects will be funded each year.
2.博士生科研创新项目资助。从经费上、政策上重点培养和扶持优秀博士生从事对学科发展有重要影响的原创性学术研究或极具应用前景的重大应用型创新研究，激励研究生做出重大创新成果。资助额度为4000元/项，每年资助3-5项左右。
(2) Funds for doctoral students’ project with innovation in scientific research: excellent doctoral students will be trained and supported, from both finance and policy, to do original academic research with great impact on the development of the discipline or applied innovative research with great application prospect. Graduates are encouraged to make great innovative achievement. The funding amount is 4,000 RMB for each project, and about 3-5 projects will be funded each year.
第七条 留学生研究生申报科研创新项目应符合以下条件：
7.Requirement for international graduates to declare project with innovation t in scientific research:
1.项目申报人仅限于我校留学生研究生。
(1) Project applicants shall be confined to the international graduates of ZUEL.
2.每年11月20日前向国际教育学院提出资助申请。
(2) Application shall be submitted to International Education School prior to November 20 every year.
3.所申报项目必须获得两名研究生导师（不包括本人导师）的推荐并得到本人指导教师的同意。
(3) Recommendation from 2 graduate supervisors (not including the supervisor of the applicant) and approval of the applicant’s supervisor are required for the declared project.
4.立项项目应有创新的内容，明确的目的，较好的实施条件，可操作的实施方案。
(4) Established projects are required to have innovative content, explicit objective, good implementing conditions and exercisablescheme.
5.没有结项的受资助学生，不得作为项目责任人申请新的资助项目。
(5) Those funded students who fail to conclude the project cannot apply for new funded project as person in charge of the project.
第八条 立项程序
8. Procedure of project establishment
1.申报人首先向学院提出申请。申报材料包括：《留学生研究生科研创新资助立项申请书》一式两份，必须含原件；相关证明材料，博士生立项申报须附已公开发表论文的期刊封面、目录及论文首页复印；所有上报材料的电子版文档。
(1) Applicants shall first of all apply to the college. The application materials shall include: Project Application Form of Pecuniary Aid for International Graduate’s Scientific Research Projects in duplicate (the original copy is required);relevant certificates; the cover of the periodical in which the research paper of a doctoral student publicly published, the abstract and duplicated first page of the research paper shall be attached when a doctoral student applying for project establishment; the electronic files of all the application materials.
2.各学院进行初评，提出建议资助的项目。由学院统一将初审通过者的申报材料上报国际教育学院汇总。
(2) All college shall elect the projects the can be funded for recommendation after first review. The application material of the applicant who has passed the first review shall be submitted to International Education School for aggregation.
3.国际教育学院组织专家组对各学院上报的推荐立项申请进行评选，最终确定受资助项目及学生名单。审批结果公示一周，公示期满无异议，方可正式发文实施。
(3) International Education School will invite experts to appraise the application of project establishment recommend by the colleges and finally decide the projects that can be funded and the corresponding students. The examination-approval result will be announced publicly for a week, then official document will be issued provided that there is no objection upon the expiration of the public announce.
第九条 组织实施
9.Organization and implementation
1.实行项目责任人制度。项目责任人负责完成各项有关研究与实施工作，承担与项目有关的学术与法律责任。
(1) System of assigning a person in charge of the project is adopted. The person in charge of the project shall be responsible for the complement of all the related research and implementation, and shoulder the academic and legal responsibility concerned with the project.
2.经费的使用实行专款专用。资助经费实行以拨代报，按两次拨付。确定立项后拨付资助金的50%，结项以后再拨付剩余的50%。
(2) Fund shall be allocated for its specified purpose only. The funds will be allocated in twice. 50% of the funds will be allocated after the project is established and the other 50% will be allocated after the project is concluded.
第十条 结项
10. Conclusion of the project
硕士生实践创新资助项目符合下列条件方予结项：①完成项目建设且提交的项目建设产生的社会调查报告、实践活动证明材料合乎要求；②结项申报获本人指导教师及所在学院同意。
Innovation project of a postgraduate cannot be concluded unless it meets the following requirements:① The project construction has been completed, the socialinvestigation report on the production of the project construction and certificates on f the practical activities are meet are in accordance with the requirements; ② Application of concluding the project shall be approved by the supervisor of the applicant and the college.
博士生科研创新项目符合下列条件方予结项：①在结项前必须以我校为第一署名单位、以第一作者的名义公开发表项目研究的学术论文；②在有关期刊发表项目学术论文时应注明：本论文为“中南财经政法大学留学生研究生科研创新项目”资助项目并注明批准文号；③结项申报获本人指导教师及所在学院同意。
Innovation project of a doctoral student cannot be concluded unless it meets the following requirements:① The doctoral student are required to publish an academic paper on the project research in the name of the first author and with Zhongnan University of Economics and Law as the first signature unit, before concluding the project; ②The doctoral student are required to indicate that “This article is funded by Research and Innovation Project of Graduate International Students of Zhongnan University of Economics and Law” and giveclearindicationof the approval number; ③Application of concluding the project shall be approved by the supervisor of the applicant and the college.
项目建设期满，结项申请人应填写《研究生教育创新资助项目结项报告书》，于指定时间内将结项报告书（纸质一式两份，须含原件）及项目建设成果送交留学生所在学院。学院初审后集中上报国际教育学院，所有上报材料均需附电子版。国际教育学院组织有关专家对学院上报的拟结项项目进行评审后确定结项项目。专家组的验收结果公示一周，公示期满无异议，由国际教育学院正式发文公布。
Upon the expiration of project construction, applicants for concluding the project shall fill in the Report on Concluding the Funded Innovation Project of Graduates, and then submit, within schedule time, the concluding reports (printed one in duplicate and the original copy is required) and the results of project construction to the college. The college will report them together to International Education School after first review, and the electronic files of all the application materials shall be attached. International Education School will invite experts to appraise the application for concluding the project reported by the colleges and finally decide the projects that can be concluded. The examination-approval result of the experts will be announced publicly for a week, then official document will be issued by International Education School provided that there is no objection upon the expiration of the public announce.
第十一条 本办法由校国际教育学院负责解释。
11. The right of interpretation of this regulation shall vest in Internatioanl Education School of Zhongnan University of Economics and Law.
